got one piece of news from paul ryan, of course, the vice presidental candidate with mitt romney and the head of the house budget committee an says the fight to have, and the hostage not to take is over the debt ceiling. because obviously if you go -- if you default, if you go over the debt ceiling and there is some technicality whether it's really a default or not, but it would certainly tank the economy and hurt our credit rating and raise interest rates. what ryan is suggesting is you just delay, you extend the debt ceiling for a few months and then you have the night oversee questions tracing, because there's already a hundred billion dollars in spending cuts that's baked in the cake that will take effect on march 1st. that's the point at which you say to the president if you're the republicans, look, we can either go with that hundred billion dolla dollar cut or work something else but we're going to cut a lot of money out of the budget. bill: can that idea move forward do you think. >> it makes a lot more sense. the republicans have a lot more leverage there and they don't

, just taking stuff from the federal government and including paul ryan. he used that word during the campaign. and not a loan. i think it was clear, the president was directly responding to those conservatives who have used the word takers. >> let me give the president a simple test. he talked a lot about the work ethic. i have been advocating that we add a provision to unemployment that if you sign up for unemployment compensation, you have to take a course offered by a business in order to improve your job skills so at the end of your unemployment compensation you have a greater workforce capability and frankly 99 weeks of compensation is a two-year associate college degree. paying people 99 weeks. i said to the president, is there a common ground here? i agree with him, medicare is an earned benefit. social security is an earned benefit. medicaid is not. he should not lump them together. it's not about taking. how do we liberate poor americans, give them the capability to be prosperous so we don't have to worry about it because they are rising, working, doing the right things.

, paul ryan in his vice-presidential speech and in other places pointed out that barack obama gave a speech in janesville, wisconsin gm plant and said we're going to keep this open for a hundred years with the auto bailout and they closed it started making those cars in china. i'd like to also point out that china, by the way, the media fact checkers found that to be a lie, too, they sided with obama on that and romney-ryan was correct on that as well. >> steve: sure. >> i'd like to point out that 55% of gm's increased production in china by 55% since the bailout and make seven out of ten cars outside the united states. so it's a good thing we did this 83 billion dollar auto bailout for american jobs. >> steve: sure, but you know, a big part of the president's face are auto union workers, they hear, hey, they're going to ship a bunch of car manufacturing jobs out to china, oh, wait a minute, i don't like that idea. so you've got a fact checking organization that came in and said that's the lie of the year. why would a fact checking organization say something like that. you would th

. >> brian: you are not happy with what they did, led by paul ryan? they're saying, we're going to let you raise the debt ceiling, mr. president, if you agree in three months to come up with a budget? you hate that idea? >> i don't like it because how long does it take to come up with a budget? you can come up with a budget -- they've been doing budgets for the last six years and we don't come up with budgets. they haven't come up with a budget -- i was looking just before in the senate, we haven't come up with a budget in years. how long does it take? >> gretchen: they don't want to. they voted, i think it was something to zero. >> steve: 97. >> gretchen: 97 to 0 on the last attempt. it seems to be this disconnect in society where people want to took spending when you look at the poll, but then that's not really what happens on capitol hill. >> they don't want to -- the public wants it to be tackled, the americans want it to be. everybody wants it to be tackled except congress. >> steve: yeah. >> they better tackle it quickly. >> steve: we tackled the "new york times" this morning. we saw

and pretty bad numbers for the republican brand. yet paul ryan yesterday coming out and as a leader sort of talking about we may need to be more accepting of the fact that we only control the house. we don't have the white house or the senate. can republicans do anything in the context of the debate -- the fiscal debates we're in now to improve their brand, to improve their standing? >> i think with the middle, they could. the problem, though, is, mark, you know, so they hit their all-time low or high, however you want to characterize this number. it's the worst negative rating we've ever actually recorded for the republican party. but it was republicans. it's republicans who have now a more negative view. there's still more republicans that have a positive view than negative view, but it is core republicans who are upset with the party. so you have to ask yourself, if you're the republican party, who do you win back first, and how do you do it? so if they did a big grand bargain, their favorable ratings would jump a lot with a bunch of voters who may not ever support who they are. that'
